Brazilian politician and attorney who is recognized for having been a founding member of the Brazilian Social Democracy Party. He has served as the senator for the State of Amazonas and was elected Mayor of Manaus, Brazil.

In 1982, he was elected to the Brazilian Chamber of Deputies.
