Brazilian politician who is the Minister of Justice and Security. He was the Governor of Maranhão for seven years. He also served three years as president of Embratur, a federal agency promoting Brazilian tourism.

He graduated with a bachelor's degree from the Federal University of Maranhão in the year 1991. In the year 1993, he returned to the university to take up the position of a professor.

He has a popular Instagram account that operates under the name flaviodino. It has amassed 1.4 million followers. He primarily photos of himself alongside political leaders from across the globe.

He is married to Daniela Lima. He has three children named Marcelo Dino Fonseca de Castro e Costa, Vinícius Dino Fonseca de Castro e Costa, and Vinícius Costa.
