He served as minister of industry and energetics in the government of Edgar Savisaar from 1990 to 1991.
He represented the Estonian Coalition Party.
He had two daughters with his wife Sirje Tamm.
He began his political career in Estonia while Dmitry Medvedev began his Russian political career.
