Union leader who became General Secretary of Argentina's General Confederation of Labour in 1970. He was an integral member of the trade-union movement's right wing.

He moved to Buenos Aires as a young adult and worked in a weapons factory.

He participated in the Peronist Resistance movement.

His parents were Italian immigrants.

He was a supporter of exiled leader Juan Peron .
