ABOUT OUTERBRIDGE HORSEY
Member of the Federalist Party who served as a United States Senator from Delaware from 1810 to 1821. He also served in the Delaware General Assembly.
He studied Law under James A. Bayard, and was admitted to the bar in 1807.
He supported the Missouri Compromise, believing that Congress did not have the right to prohibit slavery in Missouri, or anywhere else in the Louisiana Purchase.
He married Eliza Lee.
