
ABOUT STEPHEN DOWNEY
American lawyer and Republican politician who served in the House of Representatives from Wyoming from 1879 to 1881. He served as Speaker of the House in 1895.
He fought in the Civil War and was discharged due to wounds sustained at the battle of Harper's Ferry.
He sponsored the bill that created the University of Wyoming, becoming known as "The Father of the University of Wyoming"
He married Evangeline Victoria Owen in 1872 and they had 10 children.
He and Phil Gramm were both congressmen.
